every time I propose any change to Fedora docs / guidelines / policies I am reminded why I don't like doing it

- changes need committee signoff - but the committee ignores the PR for weeks / months
- endless bikeshedding about minor details
- discussions about things unrelated to the current change
- so many questions that have to be answered by "it's this way on purpose but explaining why would likely require me to give you a two-hour lecture and I don't have the time for that"

*sigh*

@decathorpe I've just started merging things that are just straight obvious, because there's no point in dallying. Nobody has slapped me yet!
