I give them credit for finding a new way to embrace, extend & extinguish.

Can you point me to the statute & the regulations? I'll read up & see if did yesterday at violates.

AFAICT, raffle was structured this way:
* Agree to spend at least a few minutes talking to $MSFT (or nearby $MSFT's )
* Receive one of those tiny paper tickets with a number
* Return to booth at specified time
* Must be present to win.
* ≈ 4 prizes, ≈ $200 each
