@libreinator @disaster2life there's quite some work to become an ISP here.
IIRC, you would need:
- a company reg and GST
- class A/B/C license (A being pan India, B is usually state/circle presence and C being small area) from TRAI
- keep NAT logs for atleast 5 years
- and the usual ISP stuff (IP space, physical POP, upstream connecitivity, DNS and AAA/radius servers)
Then you go to cust.

you can go the easier route and become a LCO (local cable operator) and resell someone elses internet like for BSNL, Excitel etc.
Here you just maintain the last mile fiber and customer relations. Most tech is handled by upstream, including billing. You usually get 50% of each cust bill.
