Interesting read, I am unsure as to how it holds up given afaik europe did decide to stick down the path with the recent Berlin to Paris HSR I heard about, but at least within the Indian context? I'd say we are there, neglected legacy networks continue slowing down as new (semi)HSR is brought about along with the actual HSR corridors proposed (think ones under construction near bombay).
